No; you can sort/filter within a community, but not within a whole instance.
You’d have to visit the instance directly and filter by local.(from the web page, or signed in as an account from that instance if you’re using an app)
Just by way of an update, someone recently recommended Thunder as a Lemmy client on android and this let’s you do it, you can switch to an anonymous user to browse an entire instance so that’s a great feature that Jerboa and Sync lack
